Yup! Blizzard has made it really easy for people who don’t play the game to actually get into the Overwatch universe and learn about the characters and story! There are plenty of lore materials you can access, which Blizzard has put out for free on their official website: PlayOverwatch.com! (Please note that links will be different for you depending on what locale you are in. As I am in the US, all links included are for the US locale.)
There are short animated videos that give some story into select characters, which you can watch on their YouTube as well as the Overwatch Official Website. The YouTube playlist is kinda backwards, so I recommend using the official website first. Some of the characters also have Origin Story videos which are exactly what it says on the can.
There are also comics that Blizzard has on their website that you can peruse.
Ideally, to get a good sense of the timeline/pacing of the story, you’ll want to look at stuff in the following order (personal opinion and also based on Blizzard’s release schedule):

It’s important to note that since the closed Beta, Sombra’s existence had been kept under wraps and slowly leaked to the fans via an ARG that spanned the course of several months. Through this ARG, fans were given insight into Sombra’s personality through the clues she left, as well as the goings-on with Lumerico, a corrupt company in Dorado, Mexico (supposedly Sombra’s hometown). I’m a little too stupid to actually explain the workings of the ARG itself, but you can read a summary here, or watch a video about what was involved.
Additionally, there are other character materials in existence, but they mostly center around in-game events. They’re not crucial to the Overwatch story itself, but they do give very important and very interesting insight into some of the characters (such as in the reveal of Tracer being one of the LGBT+ characters in the Overwatch universe through her comic) and their relationships with each other.
That’s about it for everything that Blizzard has provided and made available to us fans so far. I’m sure there is definitely more lore and tidbits about Overwatch out there – reveled through panels from Blizzcon, interviews with the staff/creators, and social media interactions – but I don’t have those handy at the moment.
