Just for the record, this is normal in news and PR. When you’ve got a big event coming up that has a limited number of possible outcomes, you get your language and messaging for all of them planned out and ready to go ahead of time, and then release the one that turns out to apply. News media routinely does this for stuff like elections and the Super Bowl. That’s why the articles pop up literally minutes after the win–and hilariously, every once in a while, minutes before (oops).
‘Secret’ would be a file naming convention to identify these materials as confidential (’embargoed’ is the usual term in the press) up till they’re meant to be released. We use something similar in my office.
