I’m trying to take this seriously but one of the accusations against Blackwatch is ‘weapons proliferation’
And I just can’t stop laughing at the image of Gabriel’s shotguns just strewn all over the place

It’s actually handing out weapons to people who aren’t supposed to have them. But it’s a common thing to do when nations intervene covertly in regional conflicts, for example the habit of the US and others of quietly forking over weapons to militias in the Middle East.
Basically it means that Blackwatch was arming people in conflicts they weren’t legally supposed to be messing around in.
Actually a pretty interesting charge, because in the right situation I can imagine either Gabriel or Jack giving the order and seeing it as the right thing to do. But it’s also something I can easily see the UN using Blackwatch for, in order to meddle in the balance of global politics with plausible deniability.
